Are you sure the heater core exists, is not somehow clogged, and that the valve opens to allow coolant through?

If the tstat is bad, even if it’s -20 out you should still e...ven...tu...al....ly... get heat. More likely 1) a partially clogged heater core, 2) stuck heater valve, or potentially a 3) cable malfunction on a hot/cold flap.
1) pop lines off and blow a garden hose through it (or something) and 2) eliminate it while the lines are off you don’t need it, and 3, make sure the flap’s working.

Cables are good. I’m going to have replace the core then. Its easier than a e38 or volvo 240 thankfully.

If our YJ is any indication, that should be the single strongest heater you’ve ever experienced. You should make sure the linkages behind the panel are hooked up and working. Look in the passenger footwell for this:
If the sliders are working, that should swing side to side when you adjust the temp.
